Germany, winner of the third edition of "The Brigadier"
Aguascalientes, Ags., On Thursday, July 13, 2017.- The ceremony was held for the third edition of the Antonio Arias Bernal international cartoon competition "El Brigadier" in the lobby of the Congress of the State of Aguascalientes. The central theme was Migration and Transculturalization.

249 caricatures from more than 30 countries were registered and the winner of this year was the German Ridha Ridha. The first honorable mention was for Jitet Koestana of Indonesia; The second honorable mention for the Chinese Ba Biling.
Two extra special mentions were granted at the request of the jury, one for the Iranian Saleh Rasm and another for Erdogan Basol from Turkey.

The ceremony was attended by the presiding judge of the Supreme Court of Justice, Juan Manuel Ponce Sánchez; The Deputy President of the Board of Directors of the LXIII Legislature, Francisco Martínez Delgado; In representation of Governor of the State, Martín Orozco Sandoval, attended Jorge Humberto Mora, Undersecretary of Legal Affairs of the General Secretariat of Government; The Deputy President of the Legislative Commission of Human Rights, Guillermo Gutiérrez; And the ombudsperson of Aguascalientes, Jesús Eduardo Martín Jáuregui.
Regarding the contest, the head of the State Human Rights Commission said that "for the third consecutive year the State Commission joint talent and skill of caricaturists from around the world to send a message for the dignity of man and regulatory systems That defends it and that it magnifies it ".
The winning cartoon, special mentions plus a selection of 30 pieces will be on display at the State Congress until July 28th and the complete collection is available at www.dhags.org
